President and Chief Executive Officer

Mark Van Elden serves as president and CEO of ACEC Life/Health Trust. He is a certified public accountant whose experience has been focused in nonprofit and provider-owned health plans. Prior to joining the Trust, Mark served as the chief financial officer and controller of a health plan, serving over 450,000 members in Southeast Texas. He also serves on the board of directors and is the finance committee chair of El Centro de Corazón, a federally qualified health center providing care to the medically underserved population in Houston.

Chief Marketing Officer

April is the chief marketing officer, who oversees marketing, communications and wellness initiatives, creating exciting B2B and B2C campaigns to drive new business and further the Trust's mission of making the engineering industry the healthiest in the U.S. This experience has served her well, particularly in 2021, when she also led the Trust as the interim CEO during the company’s five-month CEO search.

Previously, April served as head of marketing and director of brand management for companies including Topgolf, Payless and JCPenney, where she helped innovate and grow business. April also uses her corporate experience to help the North Texas community as a member of the National Charity League and Junior League of Collin County and co-founder of Dress for Success Dallas.

Mark brings more than 16 years of health insurance experience to ACEC Life/Health Trust. Mark joined the Trust in the spring of 2018 and his team is responsible for sales and retention of all of our health care plans and services. Mark, holds a liberal arts degree in biology and is a licensed life and health insurance agent.

Mark has over 30 years of experience in geotechnical and environmental consulting. The past 21 years have been as a founding member and principal at G2 Consulting Group. Mark has been the president, board of director and national director for ACEC Michigan over the years.

Heath Overfield

Heath Overfield, P.E.

Secretary, Board of Trustees

Heath has over 20 years of experience in the civil engineering and construction industries. Heath currently serves as CEO of Engineering Associates, where he has worked for the past 15 years. Heath previously served on the Board of Directors and is a Past President of ACEC of Wyoming. He also enjoys contributing to his local community as a hospital board trustee and a 4-H leader.

Elizabeth Stolfus

Elizabeth Stolfus, P.E.

Elizabeth has over 20 years’ experience in the transportation consulting engineering industry and is president of Stolfus & Associates, Inc., which she founded in 2003. She has served on numerous committees, on the board, and as president and national director of ACEC Colorado. She has also served on the Planning Cabinet of ACEC.

Ellen McDonald

Ellen McDonald, Ph.D., P.E.

Ellen is a nationally recognized water resources expert and has served on a number of committees and boards for professional organizations that serve the water industry. Ellen has more than 30 years of engineering experience and currently serves as Vice President of Operations at Plummer Associates, Inc. where she has been for the last 22 years.

Mark Alper

Mark Alper, P.E., S.E., FACEC

Board of Trustees

Marc is a principal of Alper Audi, Inc. – Structural Engineers in St. Louis, Missouri, and has over 40 years of experience designing all manner of buildings for commercial, industrial, institutional and public projects nationwide. Marc has been an active member and is former chairman and national director of ACEC Missouri. He is very involved in ACEC National, serving on committees and trusts.

Rosalie Morgan

Rosalie Morgan, P.E., FACEC

Rose has more than 40 years experience as a professional engineer and is president of EMCS, Inc., which she founded in 1983. She has served in numerous ACEC state and national leadership roles. She is on the board of the Wisconsin chamber of Commerce and previously served on the Wisconsin Department of Commerce finance board.
